British GENES (British Genealogy News and Events): Scottish ...

We had yet another great meeting of the Scottish Genealogy Network yesterday in Edinburgh, with I think the largest number of attendees yet. I did not arrive at the venue personally until just after 5pm, as I had an earlier commitment in Coatbridge, but I had hoped to at least catch the last hour or so - in fact, many of our band of merry men and women continued on to just after 9pm, which I think is a great testimony to just how useful we're all finding our monthly meets. It was great to catch up with several new members, including Graham and Emma Maxwell who travelled all the way from Dumfriesshire, and Penny Lewis from Perthshire, and I know there were a few others there for the first time that I unfortunately missed, who left before I was able to arrive, but who I hope to meet at future events!

As ever, the range of discussion was incredibly varied, with all sorts up for grabs, from rules surrounding various groups of record sets that can and cannot be photographed at the NRS, the best ways to get datasets online for eejits like me who view HTML as a cousin language to Klingon, and a great story from Chris Halliday who recently made the papers in Peebleshire over a spectacular find connected to the gates of Traquair House (which will remain closed until a Stuart king returns to the throne!). Steve McLeish commented on his success exhibiting at the National Family History Fair a few weeks ago, and our good chum Ali McDonald discussed our DNA haplogroups (I'm as common as muck apparently! lol)

One of the great things about the group is the sheer variety of areas that we cover in our work, and I think it is fair to say that each new member brings something a little new to the party, so please do consider coming along to future meets if you work within the Scottish genealogical scene - be that as a researcher, tutor, archivist, running an FHS, ancestral tour group, or something else associated. We'd love to meet you! Next month the venue looks set to be a little closer to home for me personally here in Ayrshire - more news on that soon. College Football: Bobcats fade against Wolf Pack

San Marcos ? Texas State isn?t going to cut it as a first-year program in the Football Bowl Subdivision if it keeps playing 30 minutes of a 60-minute game.

The Bobcats found out that harsh reality Saturday afternoon against Nevada.

Despite taking a slim lead into halftime, Texas State came out flat after the break. The Bobcats went scoreless in the second half as the Wolf Pack broke the game open en route to a 34-21 win.

?This kind of makes you, as a coach, sick to your stomach and I hope it does as players,? Texas State head coach Dennis Franchione said. ?We had opportunities. We put ourselves in positions, had some chances and we just didn?t get it done.?

Texas State (2-2) did just enough in the first half, which is why Franchione?s team took a 21-20 lead into the locker room.

The Bobcats got it going early when junior safety Justin Iwuji picked off Nevada sophomore quarterback Cody Fajardo on the fourth play of the game. Iwuj, who returned the ball to the Wolf Pack 17-yard line, remembered something he saw in film and jumped in front of the pass.

?They like to run routes at the sticks, so I was just able to make a good break on the ball,? Iwuji said. ?Every time we take the field as a defense, our goal is three-and-out or takeaway. If we can do that, it?s going to aid our offense.?

Texas State?s offense cashed in on the turnover five plays later when senior running back Marcus Curry punched in a 1-yard run. It was Curry?s fifth touchdown of the season (four rushing, one receiving).

Following two scores by Nevada (a 9-yard touchdown pass and a 24-yard field goal), the Bobcats opened things up a bit more. Texas State scored twice to offset another touchdown by the Wolf Pack, once on a 2-yard shovel pass from senior quarterback Shaun Rutherford to redshirt freshman running back Tim Gay (14-13) and then on a 28-yard pass from Rutherford to junior wide receiver Andy Erickson (21-13).

?That was actually the first touchdown I?ve scored in college, so it felt really good,? said Erickson, who caught eight passes for 108 yards. ?I just wish we could have come out with a win.?

Erickson?s touchdown, which came with two minutes, 46 seconds remaining in the second quarter, proved to be the last highlight of the game for the Bobcats? offense. Texas State put up 21 points and 171 yards of total offense in the first half, compared to zero and 73 in the second.

?We?ve had our second-half problems for whatever reason,? Franchione said. ?I don?t have a good explanation for it; whether we?re wearing down or play calls, which are my fault, but we?ll look at it and see what it is. To beat a team like that, we need to make plays in the second half.?

Nevada (4-1), a strong running team, chose to pass more after halftime and caught Texas State by surprise. Fajardo completed 12 of his 18 passes in the second half for 171 yards, including several long third downs.

The Bobcats must regroup before heading on the road for the first time in three weeks. Texas State takes on New Mexico on Saturday at 5 p.m.

Ryder Cup 2012: US, Europe tied after initial matches

Bradley put on an impressive show in his Ryder?Cup debut Friday, helping the U.S. salvage a 2-2 tie with Europe in the foursome matches. He made four big birdie putts, including a 15-footer to clinch his and Phil Mickelson's 4-and-3 upset of Sergio Garcia and Luke Donald. It was the Europeans' first loss in alternate-shot play; they had been 4-0 together, and Garcia had a career record of 8-0-1.

"He played some of the best golf and to be his partner was an awesome experience," Mickelson said. "I love, love playing with this man. He's just so fun, loves the game and plays with such excitement. And man, can he roll the rock."

As the winning putt rolled into the cup, Bradley let loose with a scream that could be heard all across Medinah while his caddie twirled the flag stick like a baton. Bradley pumped his fist, and he and Mickelson exchanged a hand slap and a hug.

Captain Davis Love III sent the duo out in the afternoon to face Rory McIlroy and Graeme McDowell, Europe's top team, in fourballs.

"You need momentum on your side and, unfortunately, we didn't have it today," Garcia said.

Neither did Woods and Steve Stricker, who were in trouble from the first tee and fell 2-and-1 to Ian Poulter and Justin Rose for their third straight loss in match play. The two had little time to dwell on the loss, however, facing Lee Westwood and Nicolas Colsaerts in the final afternoon match.

European captain Jose Maria Olazabal sent McIlroy, the world No. 1, and McDowell, who delivered the winning point two years ago, out first in hopes they would get Europe off to a quick start. His plan appeared to be working, as an unfavorable relief ruling on the second hole fired the Northern Irish duo up. Two holes later, McIlroy chipped in from behind the green for the first of four straight birdies.

The world No. 1 screamed and threw a roundhouse punch when the ball went in the cup, and slapped McDowell's hand so hard his friend will likely be feeling it the rest of the day.

They were 3 up through 12 holes and the momentum was infectious, with Europe leading all four matches at one point.

Bradley was rolling in one putt after another, and he and Mickelson won four straight holes to close out their match against Donald and Garcia.

"It was one of the most memorable days of my life so far," Bradley said.

Bradley and Mickelson's rally energized the Americans, and the blue numbers covering the scoreboard began to disappear. Jason Dufner evened his and Zach Johnson's match with Lee Westwood and Francesco Molinari with a 15-foot birdie putt on No. 9 that stopped a half-turn short of the hole. Dufner looked at it in astonishment, then gave a big smile when it dropped in a couple of seconds later.

He made a 10-footer on the next hole to take the lead, and he and Johnson went on to win 3 and 2.

McIlroy and McDowell, meanwhile, blew a chance to go 4 up when McDowell missed a 10-footer on the 12th hole. Jim Furyk and Brandt Snedeker then made birdies on Nos. 14, 15 and 16, erasing the Europeans' lead.

"We knew we just needed to hang in there and try and get something back," McIlroy said.

They caught a break when Snedeker's tee shot on 18 sailed so far right he had no idea where it went. Furyk missed a 20-footer for par by inches, and McDowell coolly put the Americans away with a 5-foot putt.

"That match to me personifies the Ryder?Cup," McDowell said.

Woods and Stricker had been 6-2-0 together in match play, and Love asked them to anchor the morning session. But they were in trouble right from the start, with Woods pushing two of his first three drives into the gallery and Stricker splashing his tee shot on No. 2. They struggled the entire afternoon, getting a break only because Rose and Poulter had some struggles of their own.

When Stricker's long birdie putt on 17 missed by about 4 feet, the Americans had to concede the match. The victory improved Poulter's Ryder?Cup record to 9-3-0.

"It was a tough go for both of us," Poulter said. "Tiger has had two of my three defeats, and I never wanted to have another one."

From The Razorback Family To The Aggie Family, The McDonalds Are At Home

It?s called ?Senior Walk,? and it?s one of the most well-known and unique traditions in the world of higher education. Since 1876, the names of every graduate of the University of Arkansas have been etched into stone, with nearly 150,000 names creating a walkway that spans the campus.? Walk far enough down the nearly five-mile sidewalk, and you?ll come across the names of two members of the Aggie family: Scott and Diane McDonald.

The names of Scott, who is Texas A&M?s assistant vice president for academic services and director of admissions, and Diane, the university?s executive director of marketing & social media, appear four times on the walkway. The couple holds bachelor?s degrees in public administration, as well as a master?s of higher education administration for Scott and an MBA for Diane, all from Arkansas.

Scott and Diane?s shared passion for higher education brought their family to Texas A&M, but their story begins in Fayetteville, Ark.

Diane, a native of Hot Springs, Ark., visited the University of Arkansas as a high school student and knew immediately that she wanted to attend there. Scott was similarly drawn to the university, and coupled with the appeal of participating in the university?s marching band?s percussion section and the much cooler Arkansas weather, he too enrolled.

And it is there that the couple met: both were student ambassadors who regularly gave campus tours, and both were also members of the Razorback Marching Band. They married in 1996, after each of them had graduated, and have since had two children: a 13-year-old daughter and a 2-year-old son.

The couple was living in Clarksville, Tenn., in 2006, both working at Austin Peay State University, when Scott was offered a position at Texas A&M. In addition to the move putting them closer to their families, the McDonalds were looking forward to learning about Texas A&M, a culture that was slightly familiar to them.

As members of the Razorback Marching Band, Scott and Diane traveled twice during their undergraduate careers to College Station, including the 1991 contest, which marked Arkansas? last visit to Kyle Field before they departed for the Southeastern Conference.

?I was in awe of the 12th Man standing the entire game ? and the band, the caliber of the Fightin? Texas Aggie Band was just incredible,? Diane says. ?And I remember how loud the stadium was. The unison of 12th Man doing the yells was amazing.?

Texas A&M was even more familiar to Scott, a native Texan who was raised in Arlington and Houston.

?Growing up in Texas, you knew that if someone had a degree from Texas A&M, they were using their degree to do great things,? he says.

Upon arriving in Aggieland six years ago, the couple was immediately welcomed into the Aggie family. They also have become avid fans of nearly every sport at Texas A&M, especially women?s basketball. The McDonalds have followed Coach Gary Blair?s successes over the years ? he was the women?s basketball coach at Arkansas when they both were in school ? and Diane even made a special trip to take the couple?s daughter to Indianapolis to see the Aggies win the national championship in 2011.

Scott and Diane?s positions at Texas A&M put each of them at the forefront of some of the university?s most critical areas.

In his role, Scott oversees recruitment, admissions and International Student Services with an amazing staff to assist him, he proudly says. And admissions is an area that continues to experience incredible growth at the university ? for example, Scott says, when he arrived on campus in 2006, Texas A&M received nearly 20,000 applications for freshman admission. For fall 2012, that number was just over 30,000.

?Texas A&M is getting more and more competitive, and probably the hardest part of my job is that we have so many academically prepared students who want to attend Texas A&M,? he explains. ?We have just so many more applicants than have seats in the freshman class.?

The admissions office is seeing increased numbers in applications, as well as an increase in students from the Southeast sending their SAT and ACT scores, adds Scott, and given the visibility that Texas A&M has experienced with its move to the SEC, it?s easy to see a correlation between the two.

Extending that visibility and continuing to grow the Texas A&M brand is Diane?s main objective. Diane manages the university?s academic marketing, including web, creative, traditional media and social media.

As a marketer and Arkansas alum, Diane has watched closely how the University of Arkansas? visibility has steadily increased since they joined the SEC 20 years ago. And now that Texas A&M is in the same position, she?s looking forward to continuing to see Texas A&M?s national visibility rise as well.

?Texas A&M has already received a significant amount of PR from our move to the SEC, but we have many more stories to tell,? Diane says. ?Texas A&M is having a tremendous impact on issues facing our community, state and nation.?

After a joint presentation the couple delivered at a national higher education conference a few years ago, the McDonalds discovered that the admissions offices and marketing teams at many of the nation?s universities often don?t work together.

?This was surprising to learn,? says Diane. ?We believe that both of these groups should work together ? and we do work together to tell the story of Texas A&M through joint projects.?

Though they admit to sometimes bouncing different ideas off one another, work doesn?t follow the couple home ? in fact,?much of the campus community doesn?t even realize that they are married, as the McDonalds treat one another as professionals while on the job.

The McDonalds? earlier impressions of the Texas A&M have only strengthened further since their family has called Aggieland home.

?There is a true sense of family on this campus,? Diane says. ?Now that we understand the traditions, we love them. And we?re so proud to be part of the future of this great university.

It?s a sentiment that Scott shares ? and one that has his family cheering for both sides on during Saturday?s football game.

?We?re proud of both institutions, and not just by what they do on the playing field, but the reputation they have for educating students. I love my alma mater, but I?m also very proud to be an Aggie,? he says. ?Whoever wins, the McDonalds win.?

New world requires new strategies

When Syria was hit by the tide of change sweeping across the Middle East in the spring of 2011, US Ambassador Robert Ford left behind the comfort and isolation of his Damascus embassy office and took to the streets.

He stood with the Syrians demanding change from their authoritarian leader and delivered a message of American support. He used the Internet to connect with groups he could not physically reach. Even after the revolution turned violent and Ambassador Ford was called home, he turned to Facebook to inform the Syrian military that the United States and indeed the whole world were watching, and that those committing crimes against humanity would be held accountable.

Ford was practicing a new diplomacy his forebears of just a decade or two ago would have hardly recognized, a kind of international statecraft that Secretary of State Hillary Rodham Clinton likes to say will be practiced "as much in work boots as in wingtips."

It's the kind of diplomacy the US must practice more, experts say, if it is to further its interests and spread what it considers to be universal values in a world of expanding democracy and a diffusion of power beyond governments to communities and organizations. But it is also a problematic and even risky form of engagement, as recent anti-American violence across the new democracies of the Middle East suggests.

US Ambassador to Libya Christopher Stevens epitomized the people-oriented approach of this new diplomatic style (see story, page 34). But the fact that he lost his life in an attack on the US Consulate in Benghazi is already dampening efforts to put US diplomats in closer contact with local populations.

For centuries diplomacy was the stuff of (mostly) men in a few seats of power receiving information from abroad and communicating positions back to others in power, friend or foe. That began to change post-World War II, and especially after the collapse of the Soviet empire. The shift accelerated with the rise of new countries and powers, of new technologies facilitating global communication.

"The traditional diplomacy of governments and aloof statesmen handling everything behind the scenes no longer exists, and it's been replaced by the 24/7 world of media coverage, social networking, and people pressing their demands in every part of the world," says Karl Inderfurth, a former assistant secretary of State who now focuses on South Asian affairs at the Center for Strategic and International Studies in Washington.

The factors behind this swift change in the practice of international relations are indisputable: "Democratization, globalization, digitalization," says Anne-Marie Slaughter, who was in charge of policy planning under Secretary Clinton before returning to Princeton University in New Jersey last year to teach.

"These three forces create the elements of a global village," Dr. Slaugh?ter says, "and that makes connections among people across the globe much more important. Of course, diplomacy is still about government-to-government relations," she says, "but now we have to do government-to-society diplomacy, and society-to-society diplomacy."

Some diplomats and experts say the world is changing faster than diplomacy, that the days of d?marches and the overseas cable are still the reality for too many diplomats and embassies.

"We need 'doing people' rather than 'reporting people,' " says Daniel Serwer, a former US diplomat and expert in postconflict reconstruction who worked in Iraq and the Balkans. "Diplomacy has been completely upended, and I don't think most diplomats understand or appreciate that."

Dr. Serwer, who teaches conflict management at the Johns Hopkins School of Advanced International Studies (SAIS) in Washington, says too many Foreign Service officers are tasked with the traditional job of information-gathering, for example, when the government's sources of information have exploded, from international organizations like Amnesty International or Human Rights Watch to local citizens groups focused on issues as varied as food security and the impact of rising oceans.

"The diplomatic establishment is misconfigured, misconceived, and it's doing things that aren't what we need to be doing anymore," Serwer says.

The American Foreign Service is still too focused on the traditional diplomatic capitals of Western Europe, many international affairs experts say, even when the world has witnessed an explosion in the number of countries in recent decades ? from 160 in 1990 to nearly 200 today ? while new regional and indeed global powers are rising in Asia, Latin America, and Africa.

Serwer recalls when he was deputy chief of mission in Rome in the early 1990s, in charge of 800 diplomats and other officials from a long list of US agencies. Sen. John Kerry (D) of Massachusetts came to visit and told Serwer he wanted to cut back on diplomatic assignments to Rome.

"I said, 'Senator, you can zero out my [State Department] budget, and this mission will still have 700 people, with all the folks that everybody from Justice to Agriculture has here,' " Serwer said. "It's all legacy," he adds, meaning it's all the plum assignments that have built up over decades. "The distribution of where we have people is extremely cockeyed and doesn't match today's world and needs," he says.

Former Secretary of State Condoleezza Rice advocated a restructuring of the US diplomatic corps in 2006 and aimed to shift assignments away from Washington and Western Europe to the developing world and emerging powers like China and India. The initiative ran afoul of conducting two wars.

More recently, Clinton initiated the Quadrennial Diplomacy and Development Review (QDDR), the first installment of which came out in 2010. It called for enhancing the use of "soft power" by beefing up efforts in civilian priorities like health, food security, and governance. It calls for better coordination and more flexibility in working with the nongovernmental organization community and civil societies.

Princeton's Slaughter, who headed the team that delivered the QDDR, says it took crucial steps to refashion US diplomatic efforts for the 21st century by elevating the place of development work and laying out a plan for State Department and United States Agency for International Development (USAID) reform.

The review also recognizes the fact that diplomacy, broadly speaking, is no longer the domain of government alone, Slaughter says, but includes the vast community of NGOs and private business.

"The world of ... foreign service is changing quite fast, and much of it is generational," she says. "Young people think more in terms of five- to seven-year chunks in the three areas of government, the private sector, and NGOs, and they choose to specialize by sector ? the environment, or human rights, or conflict resolution."

The names of new schools of international affairs in Berlin; Budapest, Hungary; and Oxford, England, she says, reflect this world of multiple actors: "They call themselves schools of 'governance' rather than 'government,' " she notes, "and that says a lot."

Is the change to a new diplomacy happening fast enough?

Slaughter chuckles. "Change never is fast enough, especially in established bureaucracies," she says. But she turns serious and says, "I think we're due for the 100-year change in the Foreign Service." Such reform would require the participation of Congress, she says, which means that "getting there is going to take a while."

SAIS's Serwer answers the same question with an emphatic "No," adding that incremental change won't be enough.

Noting that the Bible cautions against "putting new wine into old bottles," Serwer says he's about to publish a new book that calls for abolishing the State Department and USAID and starting from scratch. In their place, the former diplomat envisions a new "foreign office" that enhances the role of US civilian power in development, democratization, and in a broadened conception of national security.

Democrats launch ads in ND over stalled farm bill

WASHINGTON (AP) ? Democrats launched two ads in North Dakota on Tuesday criticizing Republican Senate candidate Rick Berg over the stalled farm bill as the party seeks to capitalize on rural voters' frustration with congressional inaction.

Congress left town last weekend with the five-year, nearly $500 billion farm and food bill, in limbo. The House Republican leadership declined to bring a bill to the House floor, contending that they did not have the votes to pass it. That has created a political headache for Republican candidates in states that count farming and ranching as top industries, such as North Dakota, Montana, Iowa and South Dakota.

In one of the new ads, newspaper headlines about the stalled bill and Berg's votes for the House budget that would cut $180 billion from farm programs are superimposed on water towers and the side of a red barn. North Dakota residents assail Berg and offer testimonials for his Democratic rival, Heidi Heitkamp, in the open seat race.

"We don't vote the party line, we vote for who we feel will do the best for us," Judi Hintz of Tappen, N.D., says in the commercial. "Heidi will get past the politics and get things done for North Dakota."

In a second spot, Les Franklund of Bismark, N.D., says Berg is "not thinking about my farm or my family." The ads, which are expected to air for at least a week, are part of the Democrats' $3 million-plus buy in North Dakota.

In response, the Berg campaign cited the congressman's repeated pleas to the leadership to move on the bill.

"I refuse to sit back and watch our farmers and ranchers face uncertainty while Washington plays political games," Berg said in a statement in early August when he raised the prospect of various procedural maneuvers to force a vote.

The congressman along with several of his House Republican colleagues had asked Speaker John Boehner, R-Ohio, and other leaders to bring legislation to the floor before Congress adjourned last weekend.

The Senate passed its version of the bill in June, and the House Agriculture Committee approved a similar version in July.

But the House Republican leadership declined to act. A key factor was the food stamp program, which costs nearly $80 billion a year, or 80 percent of all the spending in the bill. House conservatives say the committee's decision to trim that budget by about 2 percent was too small, while some Democrats said any cuts to the food stamp program were unacceptable.

And while both the House and Senate take major steps to reform farm subsidy programs, some conservatives say farmers still receive too much federal aid.

North Dakota is a Republican-leaning state that is expected to go heavily for GOP presidential candidate Mitt Romney. But Heitkamp is locked in a close race with Berg for the seat currently held by Democratic Sen. Kent Conrad.

Farmers and ranchers also appear in a Republican ad in the Montana Senate race between incumbent Democrat Jon Tester and GOP Rep. Denny Rehberg. The National Republican Senatorial Campaign is airing a spot with rancher Turk Stovall, who expresses concern that the death of his father will mean the loss of the family ranch because of the estate tax.

The spot cites a March 23, 2007 vote that Tester cast against Sen. Jim DeMint's amendment to repeal the tax. Stovall says he can't understand Tester's vote and wonders whether the Democrat was voting with his party. One of the final images in the spot is Tester with President Barack Obama.

The federal estate tax reaches fewer than 1 percent of inheritances. The top tax rate is 35 percent but it exempts the first $5 million of an individual's estate; couples can exempt $10 million.

American Family Insurance to Buy PGC Holdings -peHUB

American Family Insurance has agreed to buy PGC Holdings Corp. and its subsidiaries, including non-standard auto insurers Permanent General?and The General. The deal is valued at $239 million. Capital Z Partners is the seller. Nashville, Tenn.-based Permanent General provides non-standard coverage, and partner retail store alliances to the non-standard auto insurance market. Permanent General reported direct written premiums of $270 million at the end of 2011.

American Family Insurance has reached agreement to acquire PGC Holdings Corp. (Permanent General Companies) and its subsidiaries, including non-standard auto insurers Permanent General and The General. The agreement was announced today by American Family and Capital Z Partners, majority owner of PGC Holdings Corp. Closing of the anticipated $239 million transaction is targeted for later this year, subject to regulatory approval.

?American Family Insurance will grow by reaching out to customers in new states and new markets, and also by strengthening our appeal to customers in our existing states,? said Jack Salzwedel, American Family chairman and chief executive officer.

?This acquisition expands our holdings to include a company with different capabilities that also operates in some states we don?t currently serve. It also provides American Family an opportunity to learn from a company with successful experience in direct insurance sales.?

PGC Holdings, also known as Permanent General Companies, will remain a completely separate brand from American Family and will continue to operate as a separate entity. Employee positions will be retained, and Randy Parker will continue in his role as Permanent General?s chief executive officer.

Based in Madison, Wis., American Family is one of the country?s largest property-casualty mutual insurance companies, with annual direct written premium of $5.4 billion. The multi-line company sells auto, home, business, farm/ranch and life insurance in 19 states through its network of 3,500 agents, who sell American Family products only. A small percentage of policies are sold through the company?s web site, www.amfam.com, and sales call centers.

Based in Nashville, Tenn., Permanent General, www.pgac.com, specializes in serving the non-standard auto insurance market through its subsidiaries, Permanent General and The General, www.thegeneral.com. The company sells its products in 25 states through the Internet, call centers, and in some states independent agents who specialize in non-standard coverage, and partner retail store alliances. Permanent General reported direct written premium of $270 million at the end of 2011.

In a separate transaction, American Family is moving forward with an agreement to purchase Lumbermens Casualty Insurance Company (LCIC). LCIC is a subsidiary of Illinois-based Lumbermens Mutual Casualty Company.

The purchase gives American Family the flexibility to expand into other states in the future. LCIC stopped selling and renewing insurance policies in 2003 and is a shell company. LCIC has property and casualty licenses (auto, homeowners and umbrella) in approximately 40 states.

Lumbermens Mutual was placed in rehabilitation by order of an Illinois Circuit Court on July 2, 2012. The sale of LCIC to American Family was recently approved by the same court. The sale is scheduled to be finalized on Oct. 1.

(AP) ? NFL field judge Boris Cheek says while the league and the regular officials are meeting, he doesn't know if the latest controversial call Monday night will expedite the end of the lockout.

He says it wasn't a tough call, "our grandmoms sitting at home can probably make that call."

Cheek, an NFL official for 17 years, says the ruling on the game-winning touchdown in the Green Bay-Seattle game was the result of a breakdown in mechanics and communication by the replacement officials.

The call has raised hopes the regular officials will be back soon.

Cheek says the lockout is not "good for the game of football" and the regular officials "want to go to back to work, but it has to be the right deal for 121 guys."

Iran takes aim at US and Israel at UN meeting

UNITED NATIONS (AP) ? Iran's President Mahmoud Ahmadinejad is taking aim at the United States and Israel at a high-level U.N. meeting, accusing Washington of shielding what he calls a nuclear-armed "fake regime."

The Iranian leader also alluded to the amateur anti-Islam video made in the U.S., accusing the United States and others of misusing freedom of speech and failing to speak out against the defamation of people's beliefs and "divine prophets."

Ahmadinejad blamed the "discriminatory" veto power of the U.S., China, Russia, Britain and France for the Security Council's failure to ensure peace in the world, and he called for a change in the rules "in favor of nations with due regard to justice."

Secretary-General Ban Ki-moon called Monday's meeting on promoting the rule of law to spotlight the need for all countries to establish well-functioning institutions and deliver justice.

Santos GLNG: Underground Gas Transmission Pipeline Construction Starts

Construction has commenced on Santos GLNG Project?s 420km underground gas transmission pipeline from its gas fields to Gladstone.

Santos GLNG Project Pipeline Manager Greg Jones said Saipem Australia was constructing the pipeline, which was scheduled for completion in less than two years.

?Saipem Australia has started work on the pipeline in Arcadia Valley with fencing, and clearing and grading well underway,? Mr Jones said.

?Sod has been turned on around 20km of the pipeline route, and the team is now undertaking stringing and bending of the pipe.

?This represents an important milestone as it means the pipes will be lined up along the route in preparation for trenching and burying.?

Stringing involves laying pipes end to end next to the trench alignment. The pipes are placed on padded bags that are raised on blocks of wood to protect the pipe. Bending is the process that then follows to use specialist machines to bend some pipe sections to adjust for minor variations in the route and terrain.

Mr Jones said burial of the pipe was due to start in Arcadia Valley in early November and once this is completed the area is backfilled and rehabilitated.

?We are working closely with landholders to construct the pipeline to ensure they know what to expect as we work on their property. We are looking to be on a landholder?s property for a period of three to four months, dependent on weather,? Mr Jones said.

?Santos has been working with regional communities for more than 50 years and we believe in working respectfully with landholders and we expect our contractors to uphold these standards as they work on our Project.?

Pipeline work will continue to traverse north from Arcadia Valley and then turn north-east to cross the Expedition Range. Temporary camps have been built along the pipeline route to ensure workers can be accommodated to alleviate pressure on housing and accommodation in the regions.

In another milestone, Mr Jones said Santos GLNG was pleased that Australian company Thiess had been awarded the contract to construct the pipeline under the Gladstone Harbour.

?Thiess will construct a 4.3km pipeline under the sea bed crossing the narrows in Gladstone without dredging or trenching which will minimise our impacts on the harbour,? Mr Jones said.

?Thiess have advised us that this project will provide job opportunities for around 125 people and they will be using a 95 percent Australian workforce.?

The pipeline will be closely aligned with the existing Queensland Gas Pipeline for much of its length. It will start approximately 40 kilometres east of Injune and travel north up the eastern side of Arcadia Valley. The pipeline will approach Gladstone from the south west, entering the Gladstone State Development Area and cross Port Curtis between Friend Point and Laird Point.

Canada needs to boost its manufacturing sector to make up for jobs that will be lost in oil refining, federal NDP Leader Thomas Mulcair said Saturday during the Alberta NDP?s annual convention at Crowne Plaza Chateau Lacombe.

Mulcair expressed concerns over the loss of potential manufacturing jobs in the proposed Northern Gateway and Keystone XL pipeline deals.

He said the Keystone pipeline, which would ship raw bitumen to the U.S. gulf coast, would represent the export of 40,000 well-paying jobs in upgrading, refining and transformation.

?We should be looking at our own energy security in Canada,? Mulcair said.

?We should be looking to create jobs in Canada before we ship it out in its raw form at the lowest price.?

Mulcair said the loss of manufacturing jobs is not only happening in Alberta?s oil industry, but also on the Atlantic coast where fish are being fast-frozen and shipped to China for processing.

?There does seem to be a consistent pattern of behaviour in Canada where we let foreign countries, in this case, actually take over our resource,? he said.

Mulcair said he has ?grave? environmental concerns with the pipelines, citing the Exxon Valdez oil spill in Alaska as a warning of the devastation a spill could cause.

He also knocked the federal Tories, saying they don?t enforce Canada?s environmental laws and change laws to correspond to industry practices.

?What we?ve been talking about since the beginning is the need to enforce existing federal environmental laws. Whether it?s the Fisheries Act, Species at Risk Act, or the navigable waters act, those laws are not being enforced right now,? Mulcair said.

Mulcair and Alberta NDP Leader Brian Mason both stressed that Alberta does need pipelines, but that we shouldn?t be shipping unprocessed bitumen to foreign markets.

Mason said Enbridge?s Northern Gateway pipeline to the west coast being ?entirely owned? by Chinese state oil companies is not in Canada?s best interest. The Northern Gateway is a hot-button issue in Edmonton, where federal hearings on the pipeline are underway.

Mulcair said the NDP wants fair and reciprocal trade deals that take into account the human rights, workers? rights, and environmental records of Canada?s trading partners.

?There?s really little difference between a state-controlled company and the state itself, and I think that?s something that should be on the table,? he said.

Mulcair also touched on health care Saturday, saying the Conservatives are leading the country into a two-tiered system to the detriment of poor Canadians.

He?s confident the NDP will win more seats in the prairie provinces in the next federal election.

?We understand that between the Ontario border and British Columbia, we have only three seats. That will change in the next election,? he said.

This year marks the 50th anniversary of the Alberta NDP party.

India thrashes England by 90 runs

Off spinner Harbhajan Singh's four-wicket haul and Rohit Sharma's unbeaten 55 led India to a crushing 90-run win over defending champion England at the World Twenty20.

Both teams had already qualified for the Super Eight before the match, but the win gives India a morale booster ahead of the next round.

Batting first, India made a competitive 170-4 in 20 overs with Sharma returning to form.

England was then bowled out for 80 in 14 overs, with Harbhajan recording a career-best bowling spell of 4-12 on his international return after more than a year.

His earlier best performance was also against England 3-30 in 2009.

Legspin bowler Piyush Chawla and seamer Irfan Pathan also picked up two wickets each.

Indian captain Mahendra Singh Dhoni said Harbhajan's return has boosted his team, giving him multiple bowling options and allowing offspinner Ravichandran Ashwin to be rested.

"We have a problem of plenty right now, but I am quite happy with the problem of plenty than looking at who is our fifth bowler," Dhoni said. "I have seen Bhajji (Harbhajan) bowl better. If you read the circumstances of this performance, coming back after a period of time, getting a chance where he has to prove himself, it's very great."

England captain Stuart Broad played down the defeat, saying the result was inconsequential and the match was an opportunity to try out four seam bowlers.

"It (the defeat) does not change what we did. It's not we are going home or anything - we are still hopping on the bus to Kandy," he said of England's Super Eight matches in Kandy.

Pathan gave India an ideal start, bowling Alex Hales without scoring with England's total on 2. He later had No. 3 batsman Luke Wright lbw and built a good platform for the spinners to perform.

England again displayed their traditional weakness against spin, especially on dry pitches on the subcontinent.

Craig Kieswetter top-scored for England with 35, including two sixes and four boundaries.

India sent in Pathan to open the batting with Gautam Gambhir in place of Virender Sehwag, who was rested for the match. Gambhir and Pathan got off to a promising start, scoring more than 10 runs every six balls in the first two overs before Pathan was bowled by Jade Dernbach for 8 to leave India on 24-1.

In-form batsman Kohli came in at No. 3 and scored briskly with some elegant stroke play. He added 57 off 47 deliveries with Gambhir for the second wicket.

Offspinner Graeme Swann bowled tight and curtailed the run flow and had Kohli caught at deep mid-wicket by Jonny Bairstow. Kohli scored 40 of 32 balls, including six boundaries.

Sharma has struggled for runs in recent one-day international and Twenty20 matches, totaling only 13 in five recent ODI matches.

The specially modified?Boeing 747?with the newly retired spaceship perched on its back touched down safely at 12:50 p.m. local time (3:50 p.m. EDT) at Edwards, about 100 miles (160 km) north of Los Angeles in the Mojave Desert.

NASA retired its shuttle fleet last year after completing the U.S. portion of the $100 billion International Space Station, a permanently staffed research complex that is owned by 15 nations and orbits about 250 miles (400 km) above Earth.

Endeavour embarked on its last cross-county "ferry" journey on Wednesday from?Cape Canaveral,?Florida, and made several low-altitude passes over NASA centers in?Mississippi,?Louisiana?and?Texas?before stopping for the night at Ellington Field near the?Johnson Space Center in Houston.

The trip resumed early on Thursday, with Endeavour?and its carrier jet making additional flyovers - one over?Tucson,?Arizona, in a salute to former Congresswoman?Gabrielle Giffords?and her husband,?Mark Kelly, the retired astronaut who commanded Endeavour's final flight on his last mission in late May 2011.

Giffords, still recuperating from a gunshot wound to the head suffered in an attempt on her life last year, watched the flyover from the roof of a?Tucson?parking garage with her husband and mother, according to former aide?C.J. Karamargin, who joined them.

"When it came into view, Mark said, 'There's my plane!'" Karamargin recounted. "Gabby was just elated, hooting and hollering like the rest of us were."

From?Arizona,?Endeavour and its carrier jet flew on to?California, where the spacecraft was built two decades ago, for the landing at?Edwards Air Force Base.

The sprawling installation used to serve as the primary landing site for NASA's shuttle program before the space agency built a landing facility for the orbiters at the Kennedy Space Center in?Florida. Edwards then became the principal backup landing spot for shuttles in case of bad weather at Cape Canaveral.
